Abstract
This study examines the relationship between public procurement and institutional strategic planning in the Provincial Municipality of Tumbes (Peru), emphasizing its relevance to efficiency and sustainability in local public management. A quantitative, correlational, and cross-sectional research design was applied, involving a sample of 48 municipal officials. Using Pearson’s correlation coefficient, a positive and significant relationship was identified (r = 0.851; p < 0.001) between the two variables. The findings show that the strategic alignment of procurement processes with institutional objectives strengthens transparency, optimizes resource use, and enhances public responsiveness. It is concluded that integrating the procurement function with institutional planning is essential to consolidating a more efficient, sustainable, and results-oriented local administration.
